Meet Dr. Breckon

Dr. Naomi Breckon is a family medicine physician and co-founder of East Bay Health.

Dr. Breckon developed her passion for supporting the under-insured population after experiencing a period without health insurance following graduation from UCLA. Her dedication to health equity was further shaped during her service as a Peace Corps Volunteer in Maternal and Child Health in Guatemala, where she witnessed firsthand the impact of limited access to care. In medical school at Tulane, Dr. Breckon worked to improve access to high quality healthcare by helping run a student-led free clinic for the Spanish-speaking population and volunteering at homeless shelters providing Hepatitis C and HIV testing and counseling. 

Now, Dr. Breckon created East Bay Health so that her community has doctors who have the time to partner with and support their patients, regardless of their insurance status. She hopes for a future where the norm in the U.S. healthcare system is that every person has access to a physician when they need one.

How Dr. Breckon’s Concierge Membership Works

$5000/year for adults and $2500/year for kids

Option to pay monthly at $500/month for adults and $300/month for kids

Your annual wellness visits are built in, while regular follow-ups and chronic care are tailored to your age and conditions.

Membership Includes

Your membership covers your visits, virtual care when appropriate, in-office labs and comprehensive primary care for both everyday issues and chronic conditions 

Primary Care

  • Unhurried in-person appointments during office hours

  • Same- or next-day visits for urgent needs when medically necessary

  • Preventive visits, annual physicals, and well child checks (age-based)

  • Management of acute and chronic conditions 

  • Procedures (e.g. pap smear, joint injections, EKG, liquid nitrogen, skin biopsies, etc.) 

  • Chronic condition management: diabetes, hypertension, heart disease, asthma, depression, anxiety, etc.

  • In-depth cardiac health labs, interpretation and advocacy

Virtual and After-Hours Support

  • Virtual visits when appropriate

  • After-hours call/text access for urgent clinical concerns (refill requests and administrative questions will be answered during clinic hours)

Medication Support

  • Thoughtful prescribing

  • Help finding cost-effective options

  • Some in-office medications included

  • Support in reducing medications when appropriate

In-Office Labs Include

  • Liver and kidney function, electrolytes, cholesterol, hemoglobin A1c

  • Urine test, rapid strep/flu/COVID/RSV, pregnancy test

Add-On Services

Dr. Breckon may identify additional support you need and East Bay Health can provide the following:

    • Dr. Hu offers a unique blend of hands-on therapy and verbal guidance drawn from extensive training in various somatic and mindfulness techniques. Each session is tailored to your physical, mental, and/or emotional challenges. Benefits range from improvement in acute and chronic pain, to recalibration of an overactive nervous system, to stronger resilience in facing stressors.

      • Members: $300 per hour or 12-hour bundle for $3000

      • Non-members: $400 per hour or 12-hour bundle for $4200

    • Certain procedures (e.g. IUD, Nexplanon, etc.)

    • Durable Medical Equipment (e.g. walkers, wheelchairs, musculoskeletal braces and slings, etc.)

    • Outside labs, imaging, and pathology (billed by the external facility)

Important Distinctions

East Bay Health is not a replacement for insurance. You should still carry coverage for hospital care, ER, specialists, imaging, labs, etc. 

East Bay Health is not an ER. You should call 9-1-1 for emergencies or go to your nearest emergency room. 

East Bay Health does not bill your insurance in addition to your membership fees. 

 FAQ

  • No. Our patients are seen on time in our clinic. We have same or next day appointments available. If you need urgent care, you have the direct number to your doctor. At East Bay Heath, when you are a member, you will have peace of mind.

  • No. Think of us as your home for primary care. If you have insurance, it will cover everything else such as emergency room visits, hospital stays and surgeries, specialist visits, imaging, medications, and any labs done outside our clinic.

  • No. Our clinic and physicians have opted out of all government healthcare programs, including Medicare, Medi-Cal, TRICARE, CHIP, VA, and Indian Health Service.

    That means we don’t bill these programs for our services, and you won’t be able to submit your membership fees or visit costs to them for reimbursement. If you have Medicare Part B, we’ll ask you to sign a simple “private contract” acknowledging this before you receive care, so everything is clear up front.

  • Yes. We know life doesn’t only happen between 9 and 5. Your membership includes virtual visits (video or phone) when it’s clinically appropriate and secure messaging through a HIPAA-compliant platform. Members have after-hours phone or text access to a physician for urgent clinical concerns (evenings, weekends, holidays). For routine things like refills, scheduling, and general questions, we’ll handle those during regular business hours so after-hours support stays available for urgent needs.

  • You pay an annual membership fee, which can be paid all at once (with a discount), or split into automatic monthly payments. You’ll enter your payment information during enrollment, and fees are processed every 30 days if you choose monthly payments. If your card details change or need an update, you can make the necessary adjustments through our secure billing portal.

  • Yes. We care for the whole family, from newborns through adulthood.

  • At this time, we don’t routinely stock or administer vaccines in the clinic, but we will review which vaccines you or your child may need and help you access them through the Contra Costa County Health Department (often low- or no-cost), or local pharmacies that provide vaccinations.

  • Yes. We may not be able to refer you to specialists because HMO plans require a primary care doctor in the HMO network to refer you to a specialist within that network.  We can, however, write a letter to your primary care doctor in your HMO network explaining the need for a specific referral.

  • We are Family Medicine physicians, which means we have extensive training in a wide range of diagnoses and can order appropriate labs and tests. If you need a referral to a specialist and you have a PPO or Medicare, we can refer you to a physician in your network. We have a list of preferred physicians that we have worked with over the years. If you have an HMO, we can write a letter to your HMO PCP explaining the need for a specific referral, or we can attempt to refer ourselves. If you do not have insurance, we have a network of specialists that offer discounted cash services, as well as free services for emergent conditions.

  •  In order to obtain a free membership, individuals must:
    -Provide evidence that they are uninsured (emergency Medi-Cal does not count as insurance since its scope of coverage is very limited).
    -Provide documentation that they qualify as Very or Extremely Low Income by based on the income limits published by the Department of Housing and Urban Development (https://www.huduser.gov/portal/datasets/il/il2023/select_Geography.odn)

  • No. For DMV, you must see a provider on the National Registry of Certified Medical Examiners. For FAA, you must see a provider certified as an Aviation Medical Examiner by the Federal Aviation Administration. Workman’s Compensation insurance is contracted with specific doctors. We can help with health problems or injuries you may have regardless of where it occurred, but if you require treatment by a specialist, we would need to transfer your care to a doctor well-versed in navigating the complex Workman’s Compensation system.

  • No, but we have worked with many obstetricians in the community and can certainly make recommendations.
